To get the latest stuff, just use anonymous CVS
(see http://sourceforge.net/cvs/?group_id=20391).

As we have no clue on when SF CVS will be up again, we can't wait for it
and have to continue working without it.
So I propose everyone just sends their patches to this list and writes
"I would have committed this now". I can create a page on typo3.org
where I list all those patches, so when Stucki releases RC3 he can just
take latest "anonymous CVS" version of TYPO3 and apply all patches from
this list.

That way our work is not blocked for an undetermined period of CVS downtime.
