Yes :( This is how translation works now: latest version applies to all 
extension versions. And all core versions. So there is an important 
limit: you cannot remove or seriously change old keys or their values 
(except for spelling or obviously wrong translation), you can only add 
new keys in new versions.

For now there is a typo3.translation.general newsgroup/mailing list 
where German translators can be found. For nearest feature we will have 
a list of translators at http://translationj.typo3.org/. In far future 
anyone will be able to submit translations through TER and these 
translations will be reviewed by official translator.
