I think the issue is also related to TYPO3.org repository stripping
out suggestions. With a T3X file, you see the suggestions but when
downloading from the repository, you don't.  Still investigating, but
its something along those lines :)

I think we just need Michael to re-open the ticket and Karsten or
another developer to include the patch.  It really is a trivial bug :)
