[TYPO3-bugs] Bugtracker operation

Hi Michael,

i think the easiest way would be a section in bugtracker himself where
- requests for new accounts
- bugs of bugtracker / accounts
could be placed.
This is a good possibility cause emails or news postings get out of mind 
after a while, BT entries could be assigned / closed and gives a good 
overview.
Also it should be clear that there is "one" central point to do this so all 
TYPO3-devs know where to go.
