[TYPO3-bugs] Bugtracker operation

Hello Michael,

hey that's great!

Three ways I do see:
* all "account"-requests (for new accounts and categories) in the new 
bugtracker-category
* a wiki-page what carries ALL "account"-requests (this can have links 
to the bugtracker, you know. this team-page exists since a long time: 
http://wiki.typo3.org/index.php/Bugfixing_Team)
* all requests as emails in the newsgroup like it is now
