[TYPO3-workflow] Cannot start workflow

Hello,
I updated from 3.8.1 to 4.0. Installed the new sys_workflows from the 
jule-Site. I still see the old workflows, but the responsible editor 
cannot assign new workflows, the whole function is missing.
Our site is totally set up on tt_news, and we need to assign the record 
type "news". I also noticed that the point "draft page" in the 
workflow-config is missing.
Any ideas? Maybe I miss some configuration?
