[TYPO3-v4] Copyright year in 4.3 and 4.4

Hi,

the TYPO3_copyright_year constant in t3lib/config_default for 4.3 is
currently set to "1998-2009", for 4.4 it is "1998-2010".

Since we are still releasing patch level releases for these versions,
wouldn't it make sense to at rise at least this constant's value to
"2011", so that people are aware they are using an "up-to-date" version
of TYPO3 when logging in (or in the "About" screen)?

The source code files could be kept as is.
