[TYPO3-v4] Soap Handling

Hello guys,

i have 2 problems with SOAP.

Problem 1:
 - If the SOAP Extension is not installed, but i have TER credentials
   in the userdetails, sometimes the backendlogin is impossible
   (PHP soap extension not available)

Problem 2:
 - If SOAP extension is installed and having TER credentials
   in the userdetails, but there is currently no internet
   connection i get an soap exception and can't go further.

Soap Problems should be logged somewhere (e.g. debugbar) - but they
should not block the complete backend if there is no possibility to
connect to the soap server.

I used TYPO3 4.5 and 4.6.

Please take that into account.
