I agree with that. To be complete on the topic, I would say that some of 
the hooks I'm currently thinking about (but have had no time to make 
progress on for now) could be used by extensions, but the presence or 
absence of a hook would not be critical.

As an example, I don't think we can avoid adding a hook in the 
workspaces module, so that extensions can add information to the 
difference view. Such extension running with an "incompatible" version 
of 4.5 would just not be able to display its information in the diff 
view, and so its behavior would be unchanged compared to now. OTOH upon 
minor update of TYPO3, it would be able to improve its behavior.
