[TYPO3-v4] "CGL" policy for new hooks?

the most easy way is to pass one array and reference to the hook as it's 
done in many userFuncs we have. This way the array can be extended even 
the interface is integrated.
Interfaces are a good way to help the developer with hook usage, i 
prefer to have them as much as possible.
