[TYPO3-v4] Enabling saltedpasswords and rsaauth by default

Hi,

IMO saltedpasswords should be enabled through the Upgrade Wizard. This 
would also be the correct place for some additional information (why 
necessary and so on) and the needed checks.

Maybe there could be even an entry in the reports module which checks if 
saltedpasswords is enabled for FE and BE and if not > red, otherwise green.
