[TYPO3-v4] Upgrade Wizard usability

Hi,

to kick-start some things to be done for 4.6, I created a meta-issue
which is meant to gather issues relevant to improve the usability of the
Upgrade Wizards in the install tool:

I already scanned the open issues for more stuff, and reported some
myself. Please consider adding more issues to this list (by marking them
as "Child of 17353", so that someone who wants to solve them for 4.6 has
them all together.
