Hi,

i also second that, though i really understand the reason.
For me as dev it's also 2 clicks too much to get to install tool.

But as admin you have the possibility to create that file in your user 
settings, so admin account allows you getting full access.

But the install tool is password protected, so this is not a lost of 
security. Sure as admin you have enough ways to reset the password and 
access anyways.

Imho the real problem is to have too much admin users. There is missing 
a finer granulation having "admins" with access restrictions and 
"superadmins" with all rights like devs.
