[TYPO3-v4] Last call for beta2

I also think that this bug needs some attention (also a issue before
first beta release)

0015794: Sysext Modules are shown in Module Menu, even though
extensions are not installed

I made the patch at september bugday, but there was a discussion about
another handling of such sysext.

Could someone have a look at the solution, and if it's "accepted" i
will rewrite the patch against current trunk.
