Hmm, I guess it was stripped from the mail then. Try this instead to see
the changes:

svn diff -c 2170 \
   https://svn.typo3.org/Teams/Core/v4/Tools/Packaging/trunk

(Unfortunately, it seems this repository is not registered on Forge.
Sebastian, can you add it, please?)
