[TYPO3-v4] UTF-8 by default

Hi,

I just had a meeting with Stucki and Steffen Kamper to discuss the
"UTF-8 by default" project.

Since it is an interesting topic, I published the protocol with our plan
at the forge wiki:

Get in touch with Stucki if you want to help, and stay tuned during the
next days on the core list for patches that might provide the new
default for 4.5alpha1 already. ;)
