The reason an xml namespace is a URI usually is to make it unique. And 
"the namespace specification does not require nor suggest that the 
namespace URI be used to retrieve information" (see [1]).

But I agree – it would do no harm to add some information to 
http://typo3.org/ns/* like it's done for the W3C namespaces (e.g. 
http://www.w3.org/1999/xhtml/) since a while.
