Just to make sure: Is the TYPO3 scheduler script
(php /path/to/your/installation/typo3/cli_dispatch.phpsh scheduler)
beeing triggered by the system cron daemon? 

I'd also try configuring the system cron to a higher frequency
than the "once-a-day" setting inside TYPO3 (the TYPO3 scheduler can
then decide whether to do something or not).
