[TYPO3-mvc] Urgent: Merge of #13970 into extbase_1.3 branch needed before 4.5.4 release

Hi.

The next patch level release of TYPO3 4.5 is scheduled for wednesday. 
Unfortunately Extbase Caching issue #13970 is not yet merged into 
extbase-1.3 branch.

#13970 was already merged into extbase master. The issue has the target 
"Extbase 1.3.1".

     [+BUGFIX] Avoiding cHash for nonCacheable actions prevent action 
from being called

     With #8565 cHash is only appended for calls to cachable actions
     This has the side effect, that calling non-cacheable actions
     from a cached action on the same page fails to execute the
     target action.
     This fix reverts the changes from #8565 as we couldn't find
     a better solution for now. See #13970 for details.

Could please someone push this issue into remotes/origin/extbase_1-3 
before wednesday?

I have no rights to push to gerrit due to CLA.  It would fix this "Must 
have" issue in current stable TYPO3 core and would resolve a major 
blocker for TER release of Extension Builder.
