[TYPO3-mvc] RFC: #10821 add possibility to output FlashMessageQueue

Hey,

Extbase and Fluid 1.3.0 beta1 are already tagged and in the core, so
that's why we could not include the request so far.

However, why not put this viewhelper to the Workspace Module right now?
Then, you can already use it, and we can later include it after a little
rework into the Fluid core.
