[TYPO3-mvc] TYPO3 (TSFE) uses config.locale_all, fluid does not

Not YOUR viewhelper is not useful, the Format.Date is not useful.

As far as I know the incubator is for new viewhelpers and ideas for them.
I consider format.date to be buggy --> an rfc has to be made as bugfix[1]
