[TYPO3-mvc] URIBuilder rewrite

Hi there,

I've just tweaked the UriBuilder a bit.
Now reset() allows method chaining (you convinced me ;) and there is a 
new setter "setFormat()". Now you can create links like
<f:link.action format="xml" />
wohoo

Besides I've "forward ported" the new UriBuilder to FLOW3. It's not 
committed yet because alpha 4 is about to be released. But I've uploaded 
a patch to http://forge.typo3.org/issues/show/4457
