Yes, that's a bug. You (normally) don't need

$GLOBALS['TCA']['fe_users']['columns']['usergroup']['config']['foreign_class'] 
= 'Tx_Extbase_Domain_Model_FrontendUserGroup';

as this is already defined in the mapping settings of Extbase.
