This sounds to me like a new feature.

A similar situation arises to consider the VAT aspect, in the EU, same
country transactions or if an EU recipient is a consumer and not a business
then the transaction requires VAT. Recipients outside the EU then no VAT.

This suggests the field should be managed by typoscript so that others can
reuse the patch for different purposes.
