Sorry, I have to disagree. Maintaining endless backwards compatibility 
puts a serious break on any progress.

It is a major upgrade. Some time ago version 5 was reserved for the 
completely new, built from scratch version of TYPO3. This is currently 
developed as "Phoenix".
Because of this 4.3, 4.5, 4.6, etc. are *major* versions.
4.5.6, 4.4.11, etc. are *minor* versions.

Upgrading to a minor version does usually not break anything, unless 
it's unavoidable due to a security issue.
