does not work in my case:

- user sees all categories in list view
- user sees only old categories (created before upgrade to 3.0.1) in web 
 > news > cat manager
- user sees only old categories (created before upgrade to 3.0.1) in cat 
selector of news edit form an gets message that he is not allowed to 
cats; also doesn't see cats created by himself!
- admin sees all cats
