[TYPO3-ttnews] t3x for tt_news 3.0 ?

Hi,

there's a way to obtain a t3x to install "from local tt_news 3.0dev ?
I read in this newsgroup some answers that pointed to the svn. If 
there's no t3x and i cannot setup a svn, how i can install the extension 
? I know that i should ocpy file in the /ext folder, then add the 
extension code to the list of active extension in the install tool 
configuration. And for the database ? How should i do ? And what else 
should i do ?
