[TYPO3-ttnews] tt_news_cat, is not allowed

Hi,

When I try to add new category(or parent category) in news sysfolder in
draft WS I get the following message:

Attempt to insert record on page '[root-level]' (0) where this table,
tt_news_cat, is not allowed

Is it a permission issue?
