[TYPO3-templavoila] Access Error: You don't have access to this module

Hello folks,

if you install TV but want some users to use only the "old" page module 
because the three they are editing don't use TV, then you have a problem.
When such users try to create a new page, they use the "Page Wizard", click 
on the tree view to define the position of the new page, but then they get 
an error:  Access Error: You don't have access to this module.
The error only disappear if you give them access to the module "TV Page" but 
then such users have two pages items (TV Page and the old-Page) in the menu 
left.
Are they any ways to solve this issue?
