[TYPO3-seminars] Does seminars send emails on changes of the waiting list

No, currently the e-mails get sent only if someone unregisters on the
FE. Then the unregistered user gets an e-mail as well as the user(s) who
then move from the waiting list to regular registrations.

This is a missing feature that could get solved with a hook that is
executed after an event record has been edited. Or a "check waiting
list" button could get added in the BE.
