[TYPO3-project-seminars] Date shows in english after moving to a new server

Hi,

this week we moved to a new server and now the date and time in the 
Seminar Manager are shown in english.

In my TSsetup I have:

config.language = de
config.locale_all = de_DE at euro 


The hoster says, that the correct Locales are installed:

de_DE.UTF-8 UTF-8

He also says that the Seminar Manager probably reads the UTC-Zeit instead of the system time 
AFAIK the Server is Apache 1.3 on a Debian

Do you have any hint on this issue?
Does the Server need some more settings?

I use Typo3 4.2.8 and Seminars 0.7.3
