[TYPO3-project-seminars] notifications don't work

Hi,

my system information:

TYPO3 version 4.2.3
PHP version 5.2.9
Seminars version 0.6.2 (but same problem with version 0.7.3)
Xampp 1.7.1 (Apache 2.2.11 and Mercury 4.62)
running on Windows Web Server 2008 SP1
Provider: 1&1
