No, you can still use seminars with ISO-8859-1. We just don't test with
ISO-8859-1 anymore as UTF-8 is recommended for TYPO3 4.1 and up IIRC.

Some users reported that they had some problems with umlauts in e-mail
subjects when using ISO-8859-1, though.
