[TYPO3-project-seminars] how to dispaly attached files to unregistered users

A small addition to the manual:

Set plugin.tx_seminars_pi1.limitFileDownloadToAttendees = 0 to show the 
files you have attached to a seminar for all users, even if they are not 
registered for that seminar.
