If you are able to apply a unified diff file you can use the patch in

Basically this patch enables the local country names mode for seminars.
So the behaviour is exactly like in onetimeaccount.
("Deutschland" for Germany, "United Kingdom" for United Kingdom", etc.)

To always render the country selector in your web site's language we
will have to invent a TS setup switch which allows to switch between
local country names and localized country names.

Would you be interested in sponsoring or contributing the code for this
TS setup switch?
