[TYPO3-project-seminars] seminars, oelib and onetimeaccount: PHP 5.1 required

Hi all,

as February 5th, 2008 has passed and TYPO3 has joined the "Go PHP5" 
initiative <http://www.gophp5.org/>, the following upcoming releases 
will require at least PHP 5.1:

- seminars 0.6.0
- oelib 0.4.0
- onetimeaccount 0.2.0

The seminars 0.5.x branch will continue to work with PHP 4.

So if you would like to use one of the listed-above releases, please 
make sure that your web server provides at least PHP 5.1.

If you need to get an okay from your (paying) customer for a server 
upgrade, please refer them to <http://www.php.net/> about the fact that 
PHP 4 is no longer supported with bug fixes. (There might be fixes for 
critical security issues until August 2008, though.)
