For the waiting list to be active for an event, you need to enter the
size of the waiting list (in addition to the maximum number of
attendees) directly when editing the event in the BE.

If the event is fully-booked, registrations automatically will go onto
the waiting list. And if someone unregisters from an event, the next
person on the waiting list will automatically become a regular attendee
(and all three persons will receive an e-mail: former attendee, person
on the waiting list, organizer).
