[TYPO3-rte] Button to select pastebehaviour not displayed in backend

Hi,

i'm playing around with the paste plain options and really like the way
it simplifies adding a lot of content without going through Notepad or
some other tool.
But i wonder, why the paste behaviour is only selectable in the user
settings. In tx_rtehtmlarea_plaintext->applyToolbarConstraints the
button is simply removed if TYPO3_MODE is BE and the setup module is loaded.

If an editor pastes text and realizes that the current paste option does
not work for his content, i don't think he will remember, that he has to
change it in the setup module. And most certainly, he won't switch to
the module and back to his content element to try a different one.
If i disable the applyToolbarConstraints, the button shows up and seems
to work like it should. Only the selected option is not persisted to the
user uc field (which could probably be solved with ExtDirect).
Having it in the setup module is good to save and preset the value, but
imho a bit confusing.

Any hints, why it is currently just removed?
