You may set in Page TSConfig

RTE.default.disableEnterParagraphs = 1

However, the behaviour will be modified only in Gecko (Firefox and 
WebKit (Safari, Chrome) browsers: pressing enter will insert a br tag, 
rather than a new paragraph.

This configuration cannot be applied to specific fields of a FCE.

Note that SHIFT-ENTER always inserts a br.

You may also have to configure the RTE transformation to avoid the 
paragraph wrapping on the way to the RTE.
