[TYPO3-rte] deletion of empty paragraphs in front of headlines

Hello!

I just noticed a changed behaviour in parsing of the input after 
updating to rtehtmlarea 2.0.7: When inserting an empty paragraph 
(<p>&nbsp;</p>) just before a headline (or blockquote) it will be 
deleted after saving. When inserting an empty paragraph after or within 
an existing paragraph it remains after saving.

Is there a way to change this behaviour, beacause I can't remember that 
this was the case in previous versions.

rtehtmlarea 2.0.7 with typical configuration setting
