[TYPO3-rte] set pastetoggle to ON per default

Hi,

is it possible to set the new button pastetoggle shipped with 4.5 to
"ON" per default? I Couldn't find such a switch in rte- or
pagetsconfig-manual.

Btw. I really missed this plaintext-feature – very cool that it had been
added, thx alot, Stanislas! :)
