[TYPO3-rte] Contribution to RTE manual

Hi,

I've updated the documentation of rtehtmlarea with a description of the 
available buttons and drop-down boxes so people can set up the RTE more 
easily. How can I submit this? The project seems to be gone from 
bugs.typo3.org and the entry at forge.typo3.org says: "No tracker is 
associated to this project. Please check the Project settings."
