[TYPO3-RTE] Is is possible for a non-admin user to disable RTE within a content element

Hello All,

Sometimes, we need to be able to disable the use of RTE when editing a 
content element (e.g. when creating a link to a tt_news entry. The link 
works in html. The rte, however, treats it as broken).

Admin users have a "Disable Rich text Editor:" checkbox available but 
non-admin users do not. Is there a way of enabling it for non-admins.
