Thanks James,

That's partially worked, we've got rid of some tags, but it still doesn't
like the smart tags, for example <st1:place>

Even if you put them in the denytags list they convert to &lt;st1:place&gt;

Any ideas?

You can insert any tags you want to remove into the removetags property in
the file

typo3\sysext\rtehtmlarea\res\proc\pageTSconfig.txt

Works a charm.
