you can add image to header like this 
h1 {background: transparent url('path/to/image.gif') no-repeat top left;
padding: 0 0 0 15px;}

but if you need to link this particular image or have javascript function on
it or whatever, it won't work.

I don't think so. You can add images to lists, but I don't know of a CSS
feature to add images to headers. But this should be possible with the RTE.
At least it's already done with links (icons for internal and external
links).
