[TYPO3-RTE] only admin can insert image

Hello
I have a problem - i'm using tinyRTe and when I'm editing content or news I can't insert image if I don't have admin privileges, but I need to give other non admin users possibility to insert images in RTE. Anyone know how to enable image inserting in RTE for non admins or where this is set. Pleaae help
