No. TYPO3 4.0 is shipped with version 1.3.7 of the RTE. Uninstall and 
delete any other globally or locally installed version of the RTE.

Looks like a frontend rendering problem. Is strong specified in the list 
styles.content.links.allowtags? Perhaps css-styled content is not 
correctly installed. Uninstall and delete any globally or locally 
version of css-styled content.

Don't play with this if you do not know what you are doing. Get the 
"Typical" default configuration working first. Delete or comment out any 
RTE configuration in your Page TSConfig.
