[TYPO3-RTE] RTE and HTML entities

Hi!

I recall that there was the problem of invalid characters for iso-8859-1 
when working in Windows: high probability that cp1252 characters creep in.

What was the issue again? Do we get binary data in the range of 128 to 159 
or do we get numerical entities?

If we get binary data we may convert them to HTML entitities. We may even 
try to convert numeric entities to those well-know entities defined here:

http://www.w3.org/TR/html4/sgml/entities.html

AFAIK a page in iso-8859-1 may use those entites and still be standards 
compliant.
