[TYPO3-RTE] No Link or Image Insert / T3 3.6.2

It is a problem for us, because we already preparing a relaunch on T3 
4.0. But as an intermediate solution (we are not sure how long it will 
take till relaunch) I'd like to solve this issue :)

So:
Is it an IE problem?
TS problem?
Rights/roles problem?
Any clues?
Help appreciated :)
