[TYPO3-RTE] htmlarea and lib.parseFunc_RTE configuration

I think that all the bugs in this section are related to the new 
versioning system and not the one that was in the version 3.8.1.

I am sorry, I pretty much considered it a problem that is a continuation 
of my original struggle to get a configuration that I needed.
